As per initiative of UNIDO, Project Manager Mr. Rodrigo Serpa, in cooperation with the National Ozone Officer in Ecuador, Ms. Ana Correa, and the National Expert, Ms. Veronica Villacis, performed trials of ODS destruction in cement kilns of two cement plants in Ecuador.

The first attempt took place in March 2014 in the cement plant of UCEM located in the Province of Chimborazo. Despite of the total destruction of CFC-12, after 4 minutes the process had to be cancelled due to operational problems in the oven. The air emission measured in the chimney showed that no dioxins or furans were produced and all molecules of CFC12 were completely destroyed.

Regardless of the already described problem, in November 2015 a second trial of ODS destruction with excellent results took place in the UNACEM plant, located in Otavalo province of Imbabura. The air emission monitoring results, received after 3 months, showed 99,99999% of ODS destruction. Based on that, in October 2017 the Ministry of Environment granted the environmental permit to UNACEM to co-process not only ODS but also PCBs in the cement kiln.

On Wednesday 10th January 2018, the launch of the ODS destruction regulated process will take place in the plant of UNACEM, with the presence of UNIDO, the Ministries of Environment, Energy and Industry, among other collaborators and public related institutions. It is planned to co-process  2.5 tons of CFC-12 recovered through the “Plan RENOVA”, a public national plan which aimed to replace old and inefficient domestic refrigerators with new and more energy efficient equipment. In addition, it is important to note that UNIDO has assisted Ecuador in recovering and storing the CFC-12 gas to be destroyed in the cement kiln since 2011— the complete destruction process of 2.5 tons of CFC12 will take about two months in normal operational conditions in the cement plant of UNACEM.

With the destruction of each kilo of CFC-12, the emission of 10,800 Kg. CO2 equivalent, and a potential of ozone depletion of 1 will be avoided. Therefore, this process will avoid a total of 27,300 tons of CO2 equivalent and prevent the release of 2.5 ton of ODS in the atmosphere.
